I tried looking it up, and admittedly I am no accountant but theses figures are not exactly clear. Perhaps this is the point, and as taxpayers they don’t want us actually knowing.

The information is all there in the budget book via the link you have given above. The revenue reserves are 'earmarked', that is they are a collection of 'rainy day' reserves in various categories. Details on pg 112 (section 16).
ReplyDeleteThe capital programme is explained in section 17 (pg 120). It shows that the bulk of the capital is committed to projects over the next few years.
